I had been hoping to get you on the telephone today but have been unlucky.
I am not clear from your note of the 31st of August whether your unhappiness about paragraph 6 of this report is sufficiently strong for you to wish to have the wording of it altered. I believe you mentioned to Mr. Gent the views of
Sir Richard Needham on the medical side. The last report we had on Hong Kong by Sir Richard is dated 1939 and I attach a
copy of it. From this you will see, and particularly from paragraph 40, that on the whole his report was favourable.
All the other members of the Committee have agreed to the wording of the report and, if you are able to do so too, I think we should get it into the hands of the Asquith Committee as soon as possible. If, however, you do wish to have
paragraph 6 altered, would you consider it satisfactory if it read: -
"We could not escape the conclusion
that the first of these functions had not been fulfilled to any great extent."
leaving out any reference to the second and
third functions?
